Cannot open console

Hi All
For some reason, I cannot open the console or teleport my truck by pressing the ~ (tilde) key
I have edited my config.cfg file by altering the developer and console value to 1 and then saving. however, when pressing the tilde key no menu appears
When attempting to move the truck by pressing the 0 key, moving the camera to a new position then pressing F9 the truck will not spawn to the new position.
My config.cfg file is found in the documents folder in the one drive folder. (would that make any difference)?
Has anyone have a solution so I can teleport my truck.

Using one drive sometimes causes issues.

For Spawning you have to press Ctrl + F9 in the actual Version.
