Is there a way to avoid the double "Updating navigation data" when adding new maps?

Since about the end of 2022, after adding new, mod maps (etc.), the navigation update has to be done twice. What is causing this and can it be cured?

There’s no way to avoid the Updating navigation data when there’s changes to the map ether by Map Mods or Map Expansions or free map content by SCS it set you back at your home garage this is nothing to worry it just tells you that changes have been made this has been in the game since it came out
