Impossible delivery for Nielsen Roads 'in' Abilene

Having driven a Freight Market load from Nielsen Roads in Fort Worth to Nielsen Roads in Abilene, I arrived to find the site was not active:

Reproducibility unknown (but I suspect that this is random)

I have a 7zip file containing nine autosave and save directories from before arriving at this point, including prior to taking the job, if that would help anyone troubleshoot this. I've been digging into the saves that I take regularly and decrypt for analysis purposes, one of which was taken at 13:08 MDT game time whilst on route, and see what I think is an anomaly in the handling of the state_change_time attribute in the company.volatile.nls_rd_wrk.abilene unit.

Since this appears not to have received any attention, and certainly no QA ID, I would like to point out that whilst this has only happened to me the once that other people have reported seeing the same thing, including:

Now I appreciate that that is only anecdotal and those other reports don't constitute a valid bug report, but I'd like to hope that this one does (and please tell me if not).

Just reproduced this exact same issue, outside of Lufkin. There's just grass on both sides, even though I'm right at the delivery point, and I've been trying anything I can think of, driving 2mph down the road and the grass on the side, and have been totally unable to find anything...
