I cannot pass one of the achievements

I cannot pass (complete) one of the achievements - To deliver oversized cargo on all possible routes. I went through everything possible for the third time, including new maps, but I didn't get the achievement. What to do?

Do you use map mods? Some of those remove ST routes making the achievement impossible to get.

Note that there's 1 city with 2 routes.

I think there's a bug that prevents completing this particular achievement on 1.46. Not sure if it's been fixed in 1.47 yet.
