I changed the config.cfg immediately after updating to 1.47beta.
It's still "2" after almost a week's play.

Is it possible that you are playing with a Steam profile?
Because then it would be logical that it changes.
On local profiles this does not happen, unless you have had an unusual crash in the editor.
