Honestly speaking, I hope there are 5 phases minimum. I rather not see California tossed together without much effort. That would mean it receives a lot more copy paste assets and mostly old depots that are already part of the economy. Some thing must be reused but we should also get a decent amount if new if the economy is also getting revamped.
One of the phase 3 blogs mentioned phase 3 bringing an all new economy. Makes sense considering California is 7+ years old. Lots of new happened since 2015-2016. California has too much economy to not bring more for it. If they trying to hit Bakersfield with phase 3, that's a far stretch for only a team of 10-11 people if we have a shot at getting phase 3 for 1.48. Better to expect less if phase 3 is 1.48. Even phase 3 going to 1.49, that's still a lot of mapping. That would be 1/3 of California. Not impossible though but seems like the rebuild team is used as entry level into mapping to see how people can be used properly. Train them well without tossing them in the fire too fast on projects with time restrictions. They should be allowed to walk before they can run. Once they can run, then they can fly by maybe making senior mapper some day.

The amount of phases doesn't really matter, it's arbitrary. It more comes down to how long they want to wait between phases releasing.

Agreed but they at least need to keep pace with progress like a paid map team if they occupy the same amount of people. Most ATS map dlc's were done with 10-12 people on avg excluding Texas. They all released within 12 months. If the rebuild team is similar sized, the speculation would be to keep pace with the paid map teams with something released yearly until the base map is completely rebuilt. Not to mention keep pace with the ETS2 rebuilds. They are on a roll over there.
Whether it's a total of 4 or more phases, I agree that the number doesn't matter, just don't half do it without much effort. Cutting too many corners shouldn't be the goal if they plan on using the base map to gain more players.
Before 1.48ob kicks in, a few more phase 3 blogs would be informative and might finally define what all phase 3 brings along with when phase 3 drops. Me personally, I'm still going 1.48 until SCS reveals that it's not.

The number of phases for CA rebuilt will 100% come down to how SCS breaks up the state sections. I'm not sure putting a number on it would matter.
I will say though: For as long as the gap has been from the last rebuilt phase release to now, I'm hoping it's a significant chunk of the state.
Sky is the limit on when CA Ph3 actually drops. I do notice the rebuild doesn't seem to follow as specific of a blog pattern like the state releases do. . . so I'm hoping it comes in the 1.48 update as well. I really enjoy driving northern California now. That part of the state is very well done. I can absolutely tell when I'm leaving the updated portion of the state to the OG parts of the state. This is why I'm hoping they revisit NV and NM as well... not for the same depth of overhaul as CA, but those two states DEFINITELY need some touch ups.

As much as I would love for California to be four phases total, I think Los Angeles will a phase by itself.
If hey did San Diego and Los Angeles and the southern part of the state then it’s going to be a large release. There is a lot to Los Angeles.

In real life yes there's a ton to LA but we all have to remember that we get 1:20 scale. The best thing that can happen with LA is if San Bernardino comes as marked. That way we get economy for 2 cities instead of one so things can spread out even more.
It does make sense to bring San Diego in the same phase though. 2 seniors kicking butt for both those is the best route so that 2 can tackle those beast. Have the same person do both wears out a single guy. It could take one person 10-12 months to do both those cities. Split the load and its 5-6 months tops for each. If Seattle took as long as it did, surely LA and San Diego takes longer. Iirc on the Washington stream, Patrik mentioned it took 4-5 months for Seattle. If not 4-5 it was 3-4 months. I can't remember exactly.

@interstate trav I really want to see all of Southern California to be a single phase though... Although, yeah, there is a lot in Los Angeles, the scale as flight50 said, is 1:20, and we really won't see everything in LA.
