Hello! I'm writing this while standing inside the Four Corners Monument...however I don't think I was supposed to be able to drive here... At least not until I had purchased the Colorado DLC... Err, oops! My bad!
My friend, who is also pictured HAS purchased most (if not all) of the DLCs. Might be a slight bug, you think? I've only purchased the base game (along with the Steampunk and Dragon cosmetic DLCs, and have all the free DLC for the game).

Interesting. Now, Four Corners has always been a bit confusing in ATS.
US 160 outside the monument site would have been a great way to allow players who only buy the Colorado DLC to travel from and to the base map. (Of course, most have New Mexico anyway, but still.) However, I don't think that was in fact possible early on. From your screenshots, it seems they're changing this, which is great if you ask me.
The monument itself came with the Colorado DLC, hence the achievement was one of the Colorado DLC's achievements. But to actually drive to the monument, you need to go through New Mexico (NM 597 connects it to the US highway). So the question of how to solve player road access here, and which DLC the achievement should belong to, is not entirely a trivial one to answer.
Either way, getting that achievement if you don't have either DLC does look like a bug, yes. You may wish to report it in the bugs forum.
