Graphics issues on 2070 base game

I have a 2070 super and I'm seeing weird texture issues. New game, new profile, and zero mods. At times it looks like there is a black outline around things and at other times it seems the graphics go red, blue, pink, etc. See attached photos. How do I fix this?

Try verifying game files.
In Steam, right click on the game, select properties, go to local files tab and press verify integrity of game files.

Seems like it, maybe its your graphics card failing. Try updating drivers and or removing any possible overclocking outside of base clocks, check your temps as well.

I spent a few hours today working on the problem and I think I came up with one possible solution. I had a little latency mode turned on as a result of a recommendation on a video posted by Jeff Favignano. He had suggested to run the game and no latency mode and whenever I turn that option off all of the glitches went away at least 98.5%. Any reason why that would cause a problem?
