City Does Not Show Discovered [1895]

I drove through Zurich. Upon entering, I received notification that I discovered. As you can see from the image, I located the dealership and recruiting office.

Yet, the name "Zurich" is greyed out. I discovered this after leaving the city and attempting to locate cargo in it. Perhaps I'll return to try again sometime.

Had the opportunity to revisit Zurich. Again, I received the "Discovered Zurich" notification. I simply drove across the northern road where there is grey showing beneath the Rest Place icon (see image). Now the map indicates that Zurich is known.
