I put it in "Scenic Town" because I feel like Frankfort it's too close to Lexington, and would probably be either a scenic town, or a remote depot.

But SCS generally maps the capital city in each state no matter how it's close to other important cities.

It’ll be tight squeeze but Frankfort will definitely be marked, it’ll probably look similar
to Nampa and Boise which are literally right next to each other in ATS
The distance between Nampa and Boise is 27km (16mi) and the distance between Frankfort and Lexington is 38km (23mi) so I have no doubts about SCS managing to squeeze Frankfort in.

Frankfort is also home to the Kentucky State University which will most likely make an appearance in the game, one of the most beautiful state capitols is also located in Frankfort.
However when it comes to industries there really Isn't much to offer, there's a plastic manufacturer which is apparently pretty important, a steel wheel producer is also located in Frankfort, they specialize in wheels for cars and light trucks, it could also be added as a new industry. Anyway this is all a speculation from someone who doesn't even live there so take this information with a grain of salt.

Louisville and Cincinnati (partly in Kentucky) seem to be quite difficult to create. Especially if Kentucky, Indiana and Ohio wouldn't be in one DLC.

Kentucky after Illinois but before Indiana would create a major road gap.

I think Frankfort will be offset from I64 a bit more than IRL and will be connected by I64 @ US127 and I64 @ US60. IRL there's a Walmart right at the I64 @ US127 junction and the stretch of US60 just north of I64 @ US60 is filled with light industry (car dealerships, tire shops, etc). I64 @ US60 is also right next to Washington Penn Plastic Co., Inc. - Frankfort Division and a DHL DC.

I think for the actual city layout there are a couple major options on the eastern side of the city and on the western side.

On the western side of the city at US127 @ US60 I think SCS could either map the West Frankfort Connector up to the split 1 way roads at Metro Park or they could map US60 through the curvy tree wall to West 2nd Street. Unless industry justifies both roads I don't think there's space or need to fit both of these routes into the capital city. US60 goes right past the current Capitol building but the Old Capitol State Capitol Building is on Clinton Drive across from Metro Park just past the West Frankfort Connector.

Then for the east side if they use the West Frankfort Connector they could take US421 around the city and back to US60 at Spaghetti Junction.
Since I'm viewing Frankfort as a scenery town with dedicated industry, I think the split 1 ways past Metro Park and the Old State Capitol Building would work quite well. After those few blocks the map would either have to jog down a block or two to follow US60 to Spaghetti Junction or follow KY2261 up to US421. I think either of these could be included with a US421 bypass route but it all depends how much space Frankfort can afford to take up.

If SCS maps US127 as a scenic alternate to I75 heading up to Cincinnati I image they'd use at least the eastern half of US421 to Spaghetti Junction. They'd also need to tie the road network together with the western half of US421 and/or KY2261.
The city layout also somewhat depends what they do with US60 through Versailles between Frankfort and Lexington. I64 is part of the incomplete outer ring of Lexington so I think getting US30 into Lexington from a different direction would be really important. Whether it's Man O War Blvd or KY4 it would be able to connect remote depots like Lane's End Farm by Versailles with both Frankfort and Lexington. It'll be really dense and I wouldn't expect Versailles to be any more than US60 @ US62 junctions, a gas station, and a remote depot for either Lexington or Frankfort.

Personally I expect they'll use the West Frankfort Connector to get into the city from the west. That would allow Wilkinson Blvd with US421 to loop around the city and the split road network scenic/small city layout SCS loves using (ex. The Dalles, OR). A 1 block jog south to US60 running past KSU and up to Spaghetti Junction should fit, especially with the tree wall/valley/cut plane potential between US60 and KY2261. US60 in west Frankfort would likely be too much to squeeze in given how many more intersections W. 2nd St. has compared to Clinton and Mero up by Metro Park. Plus it's easier to cheat space with sweeping treewalled highway bends than a twisty, cramped country road through a valley.

Not going that it means much in terms of the DLC, but by going off street view, it is surpring how quickly you can get from the Capitol building to feeling like your in the middle of nowhere, it's like 3 blocks :lol:
