hey how do i make a custom plate or a painted one on the s.ko

You can use the SCS extractor to open it, alternatively the example skin has every file in it that you need for the custom plate

where do i find the scs file when i got the mod from steam

In your Steam installation folder under workshop. In the Steam browser an ID is shown for each mod, search for that ID in the workshop folder in your Steam installation.
