ATS says I have 100% exploration but actually not? [NOT A BUG]

The game says I explored 100% of the map:

However, that must be untrue. In my last Autosave where my completion wasn't 100% yet, I was exploring the rest of Nevada, with 4 other countries still not fully explored:

Then in that country, all of a sudden, every country on my map went 100%.

Can someone explain what is going on? Have I genuinely explored everything? Are rounding errors a real thing? Or what is going on? This is the first time where I have problems with numbers like 99.99%. So far, those numbers were always accurate.

So this is not the cleanest bug report. However, so far it didn't cause any issues.

Once your overall exploration % hits 99.95, it rounds up to 100%. And at that point any state that is less than 100% will also round up.

If you want a true 100% like Steve Pitts, you'll need to learn how to extract data from your save file.

Two points: firstly, I have never achieved a genuine 100% with ATS, there is always some small fly in the ointment leaving me hundred-thousandths of a percent short, only in v1.49 ETS2. Secondly, the overall percentage you need to reach before everything magically rolls over to 100% (a feature that still bugs the heck out of me) is 99.995 not 99.95 (ie. rounded to two decimal places).
