[San Jose, CA] City tram does not spawn [KNOWN]

There is a tram for San Jose (traffic.sd660.ca_sj) that is supposed to spawn in San Jose on the tracks that go near the airfield by Highway 101, but instead the game spawns Amtrak trains there instead. For whatever reason the game doesn't consider that part of the map as being in California, so the tram is unable to spawn properly.

This is the right place because trams do use these tracks, which can be seen on Google Maps satellite view:

I can confirm this bug. I too cannot see the San Jose tram appearing in 1.50
