Most prefer Maya, a small handful might use Blender but it's not a primary tool it doesn't even have some of the needed support for existing trucks in game.

CAD files is a loose term, it can mean anything from a triangulated high poly mess to almost usable models. Modelling itself is only one part of a long process.

I also think this is a stretch. I don't think EVs can be neglected just because they have a diesel equivalent. Sure, it is not anywhere equivalent to a typical diesel truck with configurations or paintjobs or multiple cabs, but the modeling work itself is significant and not a mere copy-paste of their diesel counterparts. Vehicle team is probably one of the teams with the most on their plate, if i'm not mistaken appart of trucks they are in charge of "all the things with wheels", so they also do tunning packs, AI, static models, trailers and even cargos.
With consoles coming i see SCS wanting to update all the old trucks, old ai and old cargos to be console ready and with the current standars of quality.
In fact in the last updates they are slowly redoing some cargos, and in this one they refreshed a tunning pack, and they still have some cargos, trailers and AI in game using old models that they probably want to update.
On top of that some old DLC they probably want to rework/refresh them to made sure are up to new quality stardard and more importantly make it compatible with new projects like coaches or rigids, for example the wheel tunning pack could benefict from that.
For example in ATS there are still trucks without cabin suspension that coincidently are the old trucks models, i don't expect SCS updating the old ones with cabin suspensions, SCS is probably wanting to make new models including the cabin suspesion(They have newer models that share common parts with the old trucks to serve as base) (5700 is a exception and maybe they are going to update it with for example the launch of 4900)
In ETS2 they have a lot more work with the old trucks but also with the new trucks because some will probably also need rework to be compatible with rigids.
So I don't expect a lot of new trucks coming unless they already promised a launch date to the manufacturer for example for a especial event.
I saw SCS puting the new truck projects a bit on the backburners, atleast until they have all the other projects on track (Prep for consoles, Coaches, Road Trip, Rigids)

There might still be some things to fix here and there but the modeling was DONE. Materials/Texturing were in place, all parts were in place. 8 months are enough to do all the def work, the testing and paintjob adaptations because after all, on trucks, it's not just ONE person working on it. We should have heard news about at least one of the projects above by now.

I think SCS's problem is that they have a very large mapping team for the maps, believing that making maps is easier than making vehicles. In my opinion, they should increase the vehicle team in particular, or form a new one lol.

SCS focuses on mapping because that is where the money is coming from to make the trucks.

Yes, that's also a good point, but given how slow and difficult the work is and how much the vehicle team has on its plate, I think a few extra recruits would do them good too
