Why make a beta last longer than it takes to iron out bugs
Not only non-beta players would “enjoy” that.

One reason is to give modders more time to update their mods. There's a lot of whining about SCS updating "too often" and breaking mods with each update. Despite overwhelming majority of modders only need to update the manifest, a lot of them still fail to do so for the whole duration of beta.

That's a player side motivation to make betas last longer. Has SCS followed that reasoning before?

Betas dont exist to fit modders it happen to get as many bugs found as possible before stable version, many things happen inside beta that can affect a mod so personally i dont update mods until stable release version is out, except 1.59 but i ran into bugs that was ironed out until stable version.
Only annoying thing here is only a month after i updated my mods i now have to find time again to update and my mods are not even big.

I have a theory as to why 1.60 is coming so "early", most of the things on 1.60 were probably coming with 1.59 around this time, but since 1.59 was needed to release Illinois, they rushed it a bit with things that were ready for release and used the opportunity to give ETS2 the Benelux Rework, then they pushed some things that weren't ready yet to come with 1.60, so i think 1.61 will be THE update for Coaches and Road Trip, and i personally believe they want to have as few things as possible on that update so they can fully focus only on things related to Coaches and Road Trip, but again, that's just a theory.

I have the same theory, at least that 1.61 will be the one with coaches and roadtrip. At that point its about 1,5 years since the announcement of both.
It might have been discussed already, if so I missed it. But how are the gonna do the Beta for Coaches and RT?
Practically they can be considered like new games, so they probably need a lot of testing. Since we need to buy a DLC before they become active, they can't be tested in a regular (1.61?) Beta because the DLC isnt released at that point.

Yes, in-house beta testing, they might give content creators some early access, but the general population will have to "test" it when it comes out.

While we dont know many gameplay details, we can safely assume that both additions requires map updates throughout all map DLC's. New verhicles, new physics, new gameplay, all need to be tested on a wide variety of hardware imho.
I think the scope and impact of both additions are much bigger then (just) a map or truck DLC.
