I heard some rumours 40xx are, let's say.. less optimized. But I never had 30xx thingies, my previous gpu was 1060, so I can never tell for sure.
I still notice the hardest stutters (still) happen when loading billions of objects, like cities, settlements, canyons and kinds. The game is also hardly affected with AI traffic and models quality - more than that, I noticed that years and years ago when driving with a huge load of mods, seeing it's not my PC but game engine got overloaded (which actually often happens to games with old weak game engines, being unable to work with lots of HQ objects at once).
And yet we are still here. But now the developers themselves overload the game with heavy map zones. It's understandable on the one hand in 2025 as of the "modern game". I have no idea how it works in other games which also have a nice amount of map objects at once but free of stuttering/freezing, but I have a feeling stuff like DLSS and alike helps in a good way. Seems as one of possible solutions for our ETS2/ATS, but once again, it's not done as a simple tilt of a magic wand.

Re: Stuttering 1.55 beta ATS
I feel your pain, Dazraz. I too suffered a long time from stuttering. Being a perfectionist, it was no fun driving.
I solved it, really, by doing the following. Dont say thats your case too, just to illustrate how difficult it can be to solve it. And why others dont face stuttering at all. Here it goes, all that I did:
* Enabled reBAR in BIOS (was disabled)
* Enabled reBAR in nvidia (using NPI, for some strange reason, this parameter is set to OFF by default), second reBAR flag set to 1, fourth reBAR flag set to 4 (cant reproduce the exact names. Check the youtube I posted in this topic)
* Used CRU to set my monitor on 240.0001 HZ (my 240Hz monitor was effectively 239,54)
* Set display refresh on 60Hz (desktop -> right click -> set to 60Hz)
* capped FPS (max frame rate) with NVidia app to 60 for this game (not using the in game FPS-cap)
* disabled VSync in game
* enable VSync in NVidia CPL for this game
* enabled max power in NVidia CPL
* changed SWAP from 'let windows decide' to 'fixed size' of 2 times available RAM (in my case: 2x32Gb=64Gb swap)
* in config.cfg: buffer '50'
* in config.cfg: t_averaging_window_duration ‘60’
* in config.cfg: t_averaging_window_length ‘120’
* updated the driver of the monitor. Default was a Microsoft default driver from 2006 (!). Went to manufacturer website (Sony) and installed the driver for my monitor (driver of 2023)
* HPET disabled
* enabled HAGS
* enabled max performance in apps -> graphics -> for this game
* game mode on
In game, graphical settings all to maximum, except for mirrors (all set to high, resolution to medium)
All this, finally, gave me stutter free experience. Dont know what the silver bullet was, really. But all this already made it better in 1.54 (though not 100%), but really way better in 1.55. Not completely, but three hours of driving in ETS2 (and ATS) lets say, just one single stutter (where it was really busy).
Windows 11 latest, nvidia driver latest, intel 11700K, M2 SSD 1Tb, 32Gb RAM, RTX4090.

Okay, I drove in Oregon, Washington, Idaho, Montana, Utah, Wyoming, Colorado, New Mexico, and Texas, hardly got stutters but they were around... driving in California, stutters are horrible.

I5-12400
16 Gb RAM
RTX 4070
Win 10 22H2

Stuttering is caused by mistakes. I use MSI Afterburner 4.6.5 for monitoring. Immediately after stuttering, I open the console and see errors. With the parameters t_averaging_window_duration "500" and t_averaging_window_length "300", the peaks become less elongated in time.
