Free DLCs can still be set up to not automatically install on your system. Even if they do, if someone doesn't want a DLC, they can disable it through Steam. No, as far as i'm aware, on Steam if a DLC is marked as free it should get automatically installed on your game, if it doesn't, it is a bug, like it happened with on ATS with the NG T680, a lot of people didn't get it automatically because of a bug that is still on going, as for disabling it, sure, but a lot of people don't even know you can do that, so what is the safest way to make sure it doesn't get into your game without you wanting it? Making it paid, so, i stand my ground, the price is a completely different thing.
