Do you own all of the map DLCs? If not, which ones don't you own?
Update: as a result of someone else reporting this on the Steam discussion forums I have taken a look in the editor and I have to admit I am at a loss to explain it.
This may be because I cannot figure out how the dlc_guard barrier buildings work or how you access their properties (apparently they get inserted in the node chain between road/prefab items but I can find nothing that allows me to view that information, just the barrier showing up in the editor display as long as I have buildings visible). Thus I cannot say whether those buildings have any attributes that play into this.
The road/prefab items on either side of the barriers have perfectly sensible DLC guard values - dlc_ia on the side of the barrier closest to Evergreen in Council Bluffs and dlc_ia_and_ne on the western side - and therefore if there is nothing in the dlc_guard_1 and dlc_guard_2 building properties that affects this it _looks_ like there is a problem with the interpretation of the binary value for the DLC guard values in the map item properties that results in the barriers being active when either Missouri or Arkansas (cannot say which without further experimentation) are not installed and active.

I was investigating this for another user on Reddit who was experiencing this.
I have all of the map expansion DLCs so I can simply turn off unneeded ones and use a fresh profile to investigate issues like this.
This user stated that in addition to those that come with the game (CA+NV+AZ), they had Utah, Colorado, Nebraska, and Iowa.
Testing that combination, the X barrier is present.
Adding the Missouri DLC to the mix results in the barrier becoming absent.
Also, a game with all map DLCs except Missouri results in the barriers appearing.
