fullscreen scaling issues at high windows scaling

when device has bigger than 100 percent scaling in windows 11 screen settings then game is scaled incorrectly beyond screen in fullscreen

Known issue with older games. And this game is long out of support, so nothing will be changed. (And it wasn't published/owned by SCS, so they can't update it.)
