Cruise Control Activates Retarder

I have a problem in Euro Truck Simulator 2 where the cruise control button randomly activates the retarder. I notice it happens seemingly at random times throughout play, though not all the time. Restarting the game fixes the issue. And it seems like it's an old bug as I found a Reddit thread about the issue, and this thread here: viewtopic.php?t=316844

Is there a way to fix this besides just disabling the retarder brake entirely? It seems like a bug to me.

No mods and I am fully updated to the latest version of the game.

After restarting the game, it is actually still activating the retarder even though I have it turned off.
