Where to put modded versions of the stock signage

Eh folks,

Just adjusting those LED marquee signs on the road- not sure what they're actually called but a photo sample is included.

I've extracted the files and found that they can be edited (I think) in notepad++ . I HAVE edited them- but not sure how to make them work?

I've changed the ones I wanted to change and just looking for how to save them in the mod folder? Or can I just change the in game files and repack them? Do they even need to be repacked?

I am not much of a modder myself but I use this mod that adds more varied signage. I think your mod would work if you follow their file structure:
