ATS won't launch

i'm running Windows 11
AMD Ryzen 7 7800X3D 8 core
Radeon RX 9070 XT
no mods installed
when trying to launch game a small title bar [as if the game were in a minimize window] will appear in the upper left hand corner of screen for about 5 seconds then nothing.. steam goes back to giving me the "Play" option.

can you also share crash log ?
its in the same folder as game log file.
