Frame drop around Netherland

Hello everyone, I don't know if someone has created this topic, but I have something that has been bothering me a lot. The issue when I drive around Amsterdam, I only got like 40 FPS something around there, even it drops to 30 fps. But when I visit Germany which has been reworked like Frankfurt or Berlin, I do not experienced such issue. Is there anyone here who can help me optimize the game settings, tweak the game files, or suggest anything else that might improve performance in Benelux?
