Not sure what the real name is, but this metal strip is too long on both sides and covers the grass.

Ahh yes its notorious for flooding on top of that err hill so thats why they put a draining gulley there

If it's near a bridge (but not always), it's an expansion slot, to compensate for dilation due to temperature variations.
